Holy (ホーリー Hōrī) is a Marine organization that was formed shortly after former Marine Admiral Tsuiho was forced to resign from his position, giving the World Government an ultimatum, either allow him to rule over a Marine faction, or go against the World Government, and lose one of their most valuable assets, to which the World Government responded with the former.
Holy tends to work by its lonesome, the majority of the time refusing to receive assistance from the Marines, or even the World Government. However, it is often called when the World Government is in need of stronger forces, to which Holy usually sends out at least two members during each call, to make sure that the task gets finished. Keeping this mindset in mind, Holy has yet to fail a single task that it has put itself into, or been asked to do, completing its tasks with utmost proficiency and time.
Despite its constant "lone wolf" like nature, Tsuiho tends to request specific people from the Marine forces to be apart of Holy if a position were to open up, only choosing those that he feels has potential to assist the group in the long run, and having very little need for those he deems as inferior and useless. With this in mind, however, Tsuiho cares very little about a member's past, meaning that if they defied the World Government at some point, or did something that the World Government would deem as an instant kill-on-sight, he would step in and promise the World Government that the person in question would become a valuable asset to the World Government's plans.
Holy follows the World Government's more tyrannical side, doing whatever they must do to ensure peace for the world, even it means eradicating thousands of innocent people, making them often be discriminated by Marine forces.

- Holy's name is ironic, considering the actions they've done in the past, as for one to be considered "Holy", they would normally do pure deeds, whereas the organization has only been known to do impure deeds.
